Valenzuela is one of an estimated 20,000 to 30,000 illegal immigrants in Virginia who stand to benefit from deferred action, according to studies done by the Immigration Policy Center and the Migration Policy Institute. Nationally, 1.7 million illegal immigrants under 30 could benefit, according to the Pew Hispanic Center.
